Converting a Centralized Organization to a Federated Operating Model for Testing

This is a Case Study describing how VF IoT with the support from Celfocus transitioned from a fully centralized organization (AKA as Test CoE) to a Federated Model.

The Federated Model allows for a middle ground between the Centralized and De-Centralized models in which there is a Central Team defining Standards, processes and best practices that need to be applied but there is some independence on the teams in each unit to apply these principles at their pace and with their structure as long as proper monitoring is in place and the core standards are followed. This way teams can still maintain flexibility while developing SMEs in specific areas with accountability on staffing and maintaining quality processes up to par.
